I'm 19 years old, today I worked as a waitress in a job that requires I have my RSA and received $12.50 an hour. My question is, is this legal and should I be paid more if I have my certificate in responsible service of alcohol?

The certificate does not mean a higher salary at all. This is just a requirement for the specific job. Until you are paid as a manager there will be no "little extras" for you.
EDIT: As you said you were in Australia - US details are not relevant - tips are not a way of life here. Min wage is all you can expect

Australian minimum wage for a 19 year old is $12.80 ph , however if you are employed on a casual basis then you are also entitled to a loading of 25% on top of that.
